[Opinion -- EagleTribune.com, North Andover, MA] In the wake of a public clash with City Planner Michael Sweeney, Silva, who chairs the council's Budget Committee, declared by e-mail that all budget hearings would be postponed "indefinitely" because she was, "embarrassed and totally disrespected" by Sweeney. At a budget hearing last Thursday, Silva was criticizing Sweeney, who responded with what amounted to a tantrum, calling her "insane" and "a disgrace."
